The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of contrasting events captured the bleak nature of the current period. By day, political struggles are fought: optimistic declarations are released from different nations. Considerable effort is devoted on containing particular approaches. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track missile launches from enemy soil, a capacity provided through timely intelligence. From vantage locations, military aircraft that had been scrambled to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: several firings targeted at a incoming threat. This was a modern interception technology at work, presumably provided by allied countries. Every firing shakes the surroundings, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: possibly the incoming missile won't strike its target this time, sparing the city from devastation and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun fired at a drone somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its target.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: several casualties, damage and heating outages in many homes as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on Western support – a dependence that regional partners are evidently unprepared to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from Washington generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new initiative from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, no doubt, endure.

Tactical Assessments

It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a premise understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is impossible to force Russia to surrender the territory that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from believing that the situation will not shift further in its advantage in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but averting a complete military breakdown until conditions improve in its favour.

Existing Situation

Objectively, there are no real preconditions for a truce. Now, subjective factors are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a only one week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all served their function.

While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
